Regarding the sale of commercially made boilers, looking at the regulations, does anyone have a copy of 'Steaming' from Spring 2009

It has recently been brought to the notice of the Trust that there are commercially made boilers manufactured after 30th May 2002 in use without CE marking. These boilers are either miniature traction engine boilers or boilers for locomotives up to 10¼ inch gauge, although we have just heard of a boiler for a steam car being affected.
For those unaware of the Pressure Equipment Regulations 1999, it is an offence for a boiler built commercially after 30th May 2002 to be sold unless the boiler is safe, meets essential safety requirements covering design, manufacture and testing, satisfies appropriate conformity assessment procedures and is accompanied by a declaration of conformity and carries CE marking.

You should see the book you must follow to have Live steam trains here in the USA.
Part due to failures and explosions .....
And part due to BIG OIL spending gobs of cash to push the Diesel units into service and eradicate the competition (steam) through ridicules Mounds of Rules.
You see you don't have to make something against the law or outlaw it...You simply make it UN-Profitable to operate and it goes away.
Bye -Bye Big Iron....Hello big oil and its $$$$$

I assume that prior to 2002 things had to comply to the regs relating to the individual countries in the EU? I can see where it would be less complicated having one regulating body. _________________ Non Impedite Raditioni Cogitationis |

I don't have a copy of Steaming or of the EC regulations, but I guess they don't apply to small low pressure boilers as found in toys. They will, of course, apply to larger scale models. _________________ Regards

Ahh - it's only boilers with a capacity over 2 litres. I thought it sounded a little extrem but had heard it related to 16mm too!
"The date of manufacture and the working pressure of the boiler should also be included. If space permits, a plate should be permanently affixed to the boiler for this purpose, to enable the stamping of such information without affecting the integrity of the boiler, and that it should be in an easily viewed location, eg. on the backhead above the firebox door. Boilers manufactured in the course of business (after 29.5.02) should additionally identify the manufacture and those over two litres capacity will need to be marked with the CE mark."

PER and PSSR are rearly about industrial applications and threats to safety caused by pressure that can cause explosion.
Toys are CE marked under rules for toys. Hence no accessible flame, high test pressure compared with running pressure (which is tiny) etc.
I would prefer the PED rules anyday. Toymaking is hard.
