Used to use that when I was modeling. I don't know if it's that particular one or a similar one that came as a two parter ____Sol and ____Set. If I remember the first one was a wetting agent you put down on your surface first to prevent air bubbles, then you wicked the fluid out from under the decal and used the solvent to soften the decal and help it conform to bumps, rivets, or panel lines.
Works a treat.

Walthers lists several and I notice some areout of stock though. I bet many hobby shops have some in stock though.
