Is the whistle and thread out of the boiler, or still stuck in there?
If it's out of the boiler try pouring boiling water on it. The most succesfull method I have had lately is soaking the thread in vinegar for 1hr. But just try put the thread in the vinegar, not the whole whistle.
Same with the burner.
If it is still stuck in the boiler, and the thread is broken, you will need to get the end cap off first, then soak the thread in vinegar, then use needle nose pliers to grip the collar while unscrewing whistle.
Be careful with the whistle. The levers on them can snap very easily

will try and give them a soak in vinegar as both are not attached to boiler hopefully this will work. do i have to remove end cap to resoler the threads in ?

You don't have to remove the endcaps, you can solder from the outside. It just doesn't look as neat.
Mamodman has great soldering tips on his site, which I learnt a lot from.

You can tidy up the joints using wire wool. If there are any particularly large solder lumps you can reduce these first with a small file then finish with the wire wool. Its surprising how much difference this can make to the appearance.

will wire wool not scratch and mark the boiler?

The scratches will come out quick with oooo grade wire wool. Use a course grade first and the less course 0000. Finish with brasso wadding, and the scratches will go quick.

Any good hardware? DIY store will sell it.
It is sold in different grades (a bit like sandpaper is) so you won't need a course grade something fine like OOO - someone else will advise I'm sure.

finally had time to finish this off today and think it looks pretty good considering what it was like when first got it and the nasty paint job someone had done on this at some point is now all sorted
from this
to this
whistle quite badly dented but still works. engine frame, flywheel, boiler strap and burner(not pictured) have all been cleaned but original paint
