Mild steel has low carbon content.
0.16-0.29% carbon content for mild steel

Perhaps he meant to say 0.3? It wasn't the percentage of carbon it contains I needed to know (I have that all on a sheet), just the carbon content in low, medium or high

No
High carbon steel is only 0.7% Silver steel / gauge plate are examples.
Ultra High Carbon is only 1.5% and not readily availiable

I would say you are right that he meant 0.3% at 30% carbon it would be closer to a lead pencil than steel.
Would do hell to the pencil sharpeners though.

for a job in work we use carbon steel I cant remember the content though, Its a swine to machine! its used for Boeing Bearings (dont know what they go on though) it a Boeing Spec Material.
We've found Ceramic tooling works well on it!
