At a guess I would say a very nice home built engine.

The whistle could be off a Renown engine but the picture isn't big enough to say for sure.
The fact it has a copper boiler and a brass chimney is the biggest clue I think.
Generally toy steam engines are made of brass except just after the war when there were material shortages (Steamco engines the exception to the rule). But as this is quiet a complex model with a generator / dynamo I would be pretty confident it wasn't make just after the war so I would say its home made.
BUt of course I could be wrong, I have been plenty of other times.

I only know Peter through my website.
He found my site a while back and thought it was a great idea so provided me with lots of photos to fill the gaps on my website.
He was very helpful with photos and knowledge on some of the rarer engines.
