yeah but it looks like somethings flowed over the paint that has faded if it was sun damage there wouldnt be big blotches of unafected paint.

Meths wouldn't fade paint like that. The pigment in the paint is damaged due to the sun most likely.

I have done that last night its ok no problem there and filled it with water and its water tight

Thats a nice one there, would the base clean up with some T cut then wax?
To test the boiler you need to steam her, as the pressure then may show up leaks.
Is there any copper colour left on the end cap- if there is then it may be dezincifying 
Looks OK to me , just gunge I think

A great engine to do a restoration job on.
I would go for a repaint on the base
