Ebay is your best bet for cheap engines.

You can find some wrecks for under $20 and you could really test your skills by making new parts.

If you're in the US (I don't know where you are) there are often plenty of smaller Wilesco and Jensen engines that *can* go relatively cheap, if you are patient.
Just study those pictures well, and even ask for a second opinion here before pulling the trigger, because no matter how cheap it is, a leamon is a leamon and those will be more frustration than fun.

Good inexpensive engines are out there, but as stated above, be aware that some are cheap because they require a lot of expensive work. I agree ask here about any that you are tempted to bid on, and watch here for any that we spot. Take heed that you do not know if it is going to be inexpensive till right at the end of the auction, even the expensive ones start cheap and go up in price as the auction ends.
