It is actually from a Makers plate in the cab of a loco I've just bought.
It was sold as a home built using an early Mamod, but the pipework looks too good to be home built, and looks to be more professionally engineered and manufactured.
As I'm hopeful of going to STIA this year I am leaving posting any further details of this loco until it has been run as my mystery loco on one of the track layouts there, or on my rolling road.

Hi Titan,
I am now confirmed as coming to STIA this year (subject to any last minute family emergencies), so I will be bringing my William plus this mystery Samson Locomotive Works loco. I'm also going to bring my Prescott rolling road which will probably be required for action on the Forum tables, and I'll get my video wagon sorted out as well.
I look forward to being able to run my locos on your track hopefully.
