Generally don't fill the boiler more than 2/3 full but some engines need to be filled less.
When it starts running if it sputters out lots of water instead of steam you have put too much water in the boiler and next time fill it less.
What brand of engine is it?

Never fill your boiler to the brim, or the engine will "prime", i.e. boiling water will get into the steam lines and choke the engine that wants steam to live, not water. Fill to about 3/4 of the sight glasses on Jensens and Wilescos, or to the lower "o-rim" of the key-hole shaped glass on Mamods. Older Maomods have overflow plugs, yet I've learned that my Mamod SE3 works best when the boiler is only half full.

Hi and welcome to the forums.
You have to leave a gap. Around 75% capacity is sufficient.
Boilers vary. If it primes badly (spits a lot of water out the exhaust) try less. Some water is normal during startup though.
Just make sure the boiler doesn't run dry

Welcome to the forum Michael! Even on engines that do have level plugs, they're often too high, so don't necessarily go by that. As Tony said 2/3 full is a good starting point, then see how that works out. Make sure you don't let it boil dry though.

I find that filling some mamod sight glases to the recomened level causes the engine to not run as long as it could if you didnt as it leave vast water still in there! Im still experimenting but am ou tif fuel still!

I believe that the ideal level is somewhere between half and two thirds.

If there is no sight glass, fill it full. Then dump it into a measuring cup
and do the math to figure out how much is 1/2 to 2/3 full.
Remember to write it down, so you don't have to measure every time.
I'd also like to see the engine.
