what to replace asbestos insulation with? The title basically says it. I took apart the Robert Fulton engine and removed the asbestos insulation, what's a good replacement product?

IF it was in good condition and in a sealed up location, why not reuse it? Jensen sells dome Ceramic material that is to replace the Asbestos, but it is not as durable.
Part number 085 Fiber Firebox Insulation (2 sheets) $2.50
Seal that stuff up in a zip lock bag do not just throw it in the trash.

Jensen steam engines sells a ceramic sheet meant for replacing asbestos sheeting. It is about 1/8" thick and 6x6 inches square.
1-800-525-5245 ask for Dorita....though it might be worth checking their website's parts page first in case you want to order anything else.

it wasn't sheet insulation it was loosely packed around the heater

I suppose loose fiberglass insulation of the kind used in insulating walls of homes would work (the pink stuff). Personally I would use the Jensen stuff and cut/stack circles of it to fill the space.

I wouldnt want attic insulation to come in direct contact with the heating elements
