I would say those are almost an exact match to the Wilesco ones. Even the bases.

I am trying to find out if Wilesco took over Arnold, if they did that would explain how the later Arnold workmen are indentical to the early Wilesco workmen.

I dont know if Wilesco took over Arnold, I seem to remember Arnold selling electric trains and such much later.
Bing and Doll were bought by Fleischmann, Wilesco made metal stampings for Fleischmann and when Fleischmann stopped making Steam Accessories Wilesco came out with similar ones. Just as LineMar reverse engineered them and made copies.
So it is possible that Wilesco had done the manufacturing for Arnold and like with Fleischmann they made the items once their customer no long wanted to make the items, speculation only.

How do you tell the difference between the late Arnold accessories and the early Wilesco ones?

I believe that Arnold was split up and sold off to other companies, Hornby now owns the Arnold name for the model Trains, so it is very possible that Wilesco owns the steam Accessory part of the line, however as with Fleischmann they could have been the supplier of the stamped metal and when Arnold discontinued the line it is possible that Wilesco used the dies etc that they had on hand. It is so hard to find some of this information.
