If it's a tank then it's more likely to be a fuel tank rather than water.

If it has a shaft through it then I can't imagine what that would be. It has traditional chain steering. Maybe it's a pipe and just looks like a shaft???

I was thinking it could have had a water spray on the rollers to stop the tarmac sticking too them.
Or even a way of adding ballast to the roller.
Just a thought, and could well be wrong.

Hope you have some good metal working skills, good welding skills and a 20,000 square foot barn to put it all in. This isn't a cheap hobby.
