It's a proper professional drawing package  (vector based)  it's what most graphic designers use to create their artwork logos etc.

5000% beyond windows paint brush, believe me.

And...unfortunatly...not cheap either.  There is a version of Jasc Paint Shop pro that is reasonably priced, and easy to get.  There is a free version as well I think.
