Problem solved!!!!
The first thing I need to do is throw away the new reversing lever
Badly manufactured, the hole for bolt is about 1 to 2mm away from where it should be causing the piston to 'bottom out' on the swarf on the steam inlet hole in the cylinder. This swarf should not be there but its been in the cylinder from when it was made and with the hole in the correct place on the reversing lever it stops just short and misses it.
When the piston bottoms out it twists the whole cylinder sideways and break the steam seal. I've put the old reversing lever back and it fixes that problem.
The reason it would not go forward is my fault.
When I soldered new steam pipes onto the engine bracket my solder blob around the top steam pipe comes out too far by about 2mm and stops lever from engaging in last knotch so the steam inlet does not line up.
I've already filed it a bit and engine will run forward when not connected to drive wheels, if I hold the lever down it will drive forawrd.
Just need to file a bit more solder off and it should be fine.
